The <br />development of a Green Parks Plan will serve as a blueprint for these efforts. <br />3. Increase Programming for Youth, Teens and Seniors <br />Finally, the Department seeks to address the diverse needs of Redwood City's demographics by <br />increasing program offerings for youth, teens, and seniors. We will engage with these groups to <br />understand their needs and interests and develop suitable programs. <br />ANALYSIS <br />The powers and duties of the Parks, Recreation and Community Services Commission are found in <br />Sec. 25.4.01 of the City Code. Duties include recommendations to the City Council and/or City Manager <br />regarding: <br />The establishment of an adequate system of parks, playgrounds, bathing facilities and any other <br />recreation establishments which it deems advisable, including equipment and maintenance <br />thereof. <br />Matters pertaining to the repair and maintenance of the Parks, Recreation and Community <br />Services facilities for the proper care and maintenance of those facilities. <br />Acquisition of such real and personal property as in its judgment is deemed necessary to affect <br />the general objectives relating to parks, recreation and playgrounds. <br />Matters pertaining to the recreational activities and programs for the citizens of Redwood City. <br />With those duties in mind and considering the City Council’s strategic priorities, the PRCS Commission <br />approved their FY 2025-2026 and FY 2026-2027 Work Plan that includes three main goals: <br />1. Enhance Park Amenity Equity and Sustainability Practices <br />Develop at least five service-level indicators to measure park amenity distribution and <br />sustainability. <br />Develop a planning-and-maintenance guideline set to prioritize sustainable parks and use <br />these guidelines to inform future audits and project recommendations. <br />Complete combined equity & sustainability audits for all city-maintained park spaces <br />(building on pilot audits). <br />By end of year two, produce a summary report or scorecard with audit results and priority <br />recommendations to inform future park improvements. <br />2. Increase Community Engagement Activities <br />Hold at least two Commission meetings (one per year) at accessible neighborhood <br />locations, including environmental justice neighborhoods. <br />8.A. - Page 3 of 14 <br />197
