Page 1 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: January 12, 2026 <br />SUBJECT <br />Greater Downtown Area Plan draft Vision Framework study session <br />SUMMARY <br />At the direction of City Council, City staff began working with a consultant team in September 2024 to <br />draft the Greater Downtown Area Plan (GDAP), a new planning vision for Downtown Redwood City and <br />the adjacent neighborhoods. Since then, the project team has conducted an existing conditions analysis <br />to support the plan vision and engaged extensively with the Redwood City community to understand their <br />needs, concerns, and aspirations; this input has informed the development of a Vision Framework, which <br />includes several components, that will form the foundation of the GDAP’s policies. The purpose of the <br />study session is to provide City Council with an overview of the draft Vision Framework and for City Council <br />to provide the project team with their feedback. Feedback from City Council, the City’s Boards, <br />Committees, and Commissions, and the public will help the project team to refine the Vision Framework <br />and guide the next phase of work, which includes the development of detailed goals and objectives. <br />Questions for City Council: <br />1. Is the Vision Framework aligned with the City Council’s overall strategic vision for the future of <br />the Greater Downtown Area? <br />2. Do the District and Neighborhood Framework and the preliminary concepts for land uses and <br />development scale support the key priorities of maintaining land use diversity and identifying new <br />growth opportunities? <br />3. Does the Vision Framework support an overarching public space network that contributes to the <br />Greater Downtown’s role as a center of civic and economic life? <br />4. Does the Vision Framework sufficiently identify opportunities to improve multi-modal mobility <br />into and within the plan area? <br />5. Does the Vision Framework adequately explore a range of resilience strategies that could be <br />incorporated into the Plan? <br />6. Does the Vision Framework sufficiently center equity as a core principle? Does it raise any new <br />equity concerns? <br />12.A. - Page 1 of 69 <br />220
