No formal action will be taken by <br />the City Council. <br />STRATEGIC PLAN GUIDING PRINCIPLES <br />Healthy Community for All <br />Equity <br />Sustainability <br />Housing <br />Transportation <br />Aesthetics <br />Economic Vitality <br />Children and Youth <br />BACKGROUND <br />The City is preparing a new plan for the Greater Downtown area, which includes the Downtown core and <br />the adjacent neighborhoods of Centennial (south of Whipple Avenue) and Stambaugh-Heller (see Figure <br />1). The Greater Downtown Area Plan (GDAP) effort includes an extensive community outreach and <br />visioning process, economic analysis, and environmental analysis; it will culminate in a Plan that guides <br />the area’s equitable evolution in terms of land use, urban design, mobility and connectivity, historic <br />preservation, economic vibrancy, infrastructure, and climate resiliency. The City seeks to build on <br />Downtown Redwood City’s successes and engage the community in the visioning process in order to <br />position itself to meet new challenges and realities emerging around how residents live, work, recreate, <br />and travel and related to infrastructure needs and climate resiliency. <br />On August 26, 2024, City Council approved a consultant contract with a project team led by WRT, a San <br />Francisco-based planning and urban design firm, to support City staff in community engagement for the <br />GDAP and in drafting the Plan itself. For a summary of the progress made to date on the GDAP effort, <br />including community engagement activities, see page 10 of this staff report. <br />12.A. - Page 2 of 69 <br />221
