Page 14 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />EQUITY IMPACT STATEMENT <br />As described in the Analysis section of this staff report, the GDAP project team is actively working to <br />engage a wide cross-section of the Redwood City community in order to ensure that we understand the <br />needs, concerns, and aspirations of our diverse community with a special focus on communities that have <br />traditionally had less access to community planning processes. The community’s feedback and ideas will <br />inform the strategies and policies that the project team ultimately recommends to the City Council. Equity <br />will be a key lens through which we craft and assess the anticipated impacts of Plan policies on various <br />communities. In particular, we will focus on access to housing and open space, minimizing climate-related <br />impacts for vulnerable populations, improving road safety and mobility in equity priority neighborhoods, <br />and supporting job creation, workforce development, and economic mobility. <br />FISCAL IMPACT <br />The GDAP project budget and scope of work was approved by the City Council on August 26, 2024. <br />Development of the GDAP Vision Framework is included within the approved scope under Tasks 5 and 6 <br />and has no additional fiscal impact. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. Councilmembers are being asked to provide <br />individual feedback on the Vision Framework for a draft planning and policy document which will undergo <br />environmental review when the GDAP has a stable, accurate, and finite project description so that the <br />whole of the project can be reviewed. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. Additionally, City staff broadcast notification of the study session through the <br />following channels: <br />Emails sent on December 23, 2025, and January 6, 2026, to community members who have signed <br />up for the GDAP project listserv. <br />Social media posts on the Redwood City Instagram, Facebook, NextDoor, X, and LinkedIn accounts <br />on January 8, 2026. <br />12.A. - Page 14 of 69 <br />233
