In <br />addition to the written proposal, staff interviewed the proposer. Based on the evaluation criteria, staff <br />recommends the contract with Ensight Technologies, LLC, which has partnered with the Flowbird Group. <br />EnSight Technologies was founded in 2018 and is headquartered in San Diego. They have extensive <br />experience in optical vision systems and transitioned their expertise into the parking industry, creating <br />innovative solutions for modern parking challenges. For Redwood City’s RFP, Ensight partnered with <br />Flowbird Group. Flowbird is one of the largest providers of parking and mobility solutions. They have more <br />than 100 combined years of experience in the parking industry and systems in more than 70 countries. <br />Flowbird has more than 1,300 employees around the globe. <br />According to the project schedule (Exhibit A to the agreement), Ensight Technologies, LLC, and its partners <br />will manufacture the new equipment, with installation beginning in early 2026 to avoid disruption to the <br />parking garages during the busy holiday season. After one full month of testing, staff expect to formally <br />accept the system in April 2026. There will be no overall downtime for the garages; each garage will be <br />upgraded one at a time to minimize impacts on the community. While performance testing may cause <br />brief, minor disruptions, they are expected to be minimal. <br />The new parking system will continue to provide four hours of free parking for movie theater patrons and <br />1.5 hours for all other parkers. The theater will make space available within its upper lobby for new parking <br />validation terminals. The ownership of 815 Hamilton/889 Winslow approved the installation of the new <br />parking equipment within their garage, according to the shared parking agreement. <br />The proposed parking system will be able to separate individual parking sessions within the Jefferson <br />garage and the 815 Hamilton/889 Winslow garage. This will allow for individual accounting of the revenue <br />collected at each garage and provide a more accurate revenue share for the use of parking within each <br />garage. This will be beneficial to Redwood City since, under the current system, the City is forced to share <br />a flat percentage of total revenue across the garages regardless of the actual usage at each facility due to <br />the limitations of the current system. <br />The new system will remove the need for ticket dispensers and access gates, greatly improving the in- <br />and-out speed of parkers. Parkers will be able to freely enter the facility with no need to stop for a ticket <br />or to scan a card. They will be able to pay for their transactions at either a kiosk or through mobile payment <br />options. This will significantly help the flow of traffic within the Marshall Street garage with its single <br />access point. <br />The recommended equipment upgrades are part of ongoing efforts to improve the convenience and <br />effectiveness of the City’s downtown parking program. <br />Staff recommend the approval of the contract with Ensight for the initial term and the approval of the <br />extended warranty and services after the initial term. <br /> <br />7.A. - Page 3 of 173 <br />7
