Because this item is on the consent calendar, this section indicates
the assessment process, not findings. The anticipated impact of this policy, program, or action has been
assessed in the following ways:
Reviewed from similar or relevant past program or policy in Redwood City
Reviewed data from a similar program or policy in another jurisdiction
FISCAL IMPACT
The cost to procure, install, and warranty the new PARCS is $577,309.53. This amount is less than the
previously budgeted amount for this project. The FY 2025-26 budget included $547,000 in the Parking In-
Lieu Fund (683) for the project (program 85137) and $290,000 for the permit parking program (85131),
which this project will support. If the City elects the option for extended maintenance and services, the
annual cost is $308,475 over five years. will be funded by parking revenue generated by the garages.
Staff is also requesting that the contingency amount approved and reserved for this project be set at 15%
to account for the variability in the setup and final implementation of the new system, which will
implement a fully new process for handling the parking within the downtown garages. This may require
some additional modifications to the system to improve operations and system efficiency after the initial
implementation. This will also account for variability and the unknowns regarding the installations that
are needed within the movie theater property. City staff had limited access to the site during planning
and design. Additional modifications may be needed after a deeper investigation.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that the proposed agreement meets the CEQA
exemption criteria as set forth in Section 15301, Class 1. Existing Facilities, because the Project consists
of the operation, repair, maintenance, and minor alterations of existing public facilities and mechanical
equipment, involving no expansion of use.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
7.A. - Page 4 of 173
8
