EnSight LPR Overview <br />EnSight is the current APGS provider for the City and would be adding their EnSight <br />Plates cameras and software module to the three garages to be the starting point to <br />inventory parkers for the gateless revenue solution. The new cameras will be wired and <br />integrated into EnSight's current infrastructure on-site. Upgraded network switches and <br />vision processing units will be racked in the parking office (Jefferson) and MDF (Marshall). <br />Existing Guidance Solution (cameras, signs and, software) will continue to run on the <br />current Vision Processing Unit while the static EnSight Plate cameras are being installed. <br />The Guidance system will be mirrored on the upgraded server. Once the EnSight Plates <br />system is configured and tested, the new server will be the production machine. The <br />current EnSight Level Count cameras will remain as is. EnSight Vision Processing unit <br />runs Windows 11 LTSC. <br />At the center of the ecosystem is software that communicates to the local site to pull data <br />from all hardware and API integrations. This data is compiled into a centralized, online <br />cloud management portal called EnSightful. LPR plate data will be visualized from the <br />same EnSightful portal the City uses today. The EnSight Ecosystem starts with a headend <br />server located in the garage that runs the EnSight Parking Intelligence Controller ("EPIC") <br />software to connect to all hardware devices on-site: cameras and signs. The EPIC runs <br />the video feed(s) for the configured cameras through EnSight’s Fluid Learning Intelligence <br />("FLI") engine and EnSight Plates ("EP"), if selected. FLI will do all processing needed to <br />detect and count cars and moving objects that enter or exit through the defined field of <br />view. EP will scan license plates. EPIC detects applicable counts and EP reads from the <br />cameras, logs the event and images, then adjusts the counts on all configured LED signs. <br />The data is stored, and results are pushed to the EnSightful Portal on AWS. EnSightful <br />will receive data from the server located on-site via a network connection with simple <br />internet access. <br />The LPR plate data will be sent to Flowbird to reconcile paid parker sessions with LPR <br />inventory. Flowbird will be the center of the business logic for paid and unpaid parkers. <br />Flowbird will then share the parking sessions with OmniQ mobile LPR for mobile <br />enforcement. If the mobile LPR flags an unpaid plate or expired session, this data will be <br />sent to TurboData for enforcement. The full process will be: EnSight Entry/Exit LPR <br />Cameras will send plate information to Omniq, Omniq will additionally pull Payments (via <br />Existing API) for Pay on Foot Kiosks, Mobile PaybyPhone Payments, and App Payments <br />for Plate session information from Flowbird as well for Omniq Enforcement review. Omniq <br />will then determine the enforcement actions and send potential violation information over <br />to TurboData for the physical citation. <br />IV.
