REV: 01-05-26 LR
across several fields including international relations,
customer relations, product life cycle management,
organizational skills, web-based systems, M2M-
systems, business communications, and parking
optimization.
Lionel Deperrois Chief Operations
Officer
Lionel oversees Customer Service, Project Delivery,
R&D, Technical Support, and Parkfolio Support
Departments for the Flowbird system in North
America. His team supports an installed base of over
20,000 pay stations for over 300 client locations
along with numerous mobile parking payment app
deployments. Lionel started at Parkeon/Flowbird 15
years ago in our Research & Development
department and was on the team that developed
contactless smart card for the SNCF rail project
which includes 1,500 Ticket Vending Machines
throughout France. Lionel then moved onto to
manage large projects such as the deployment of
240 Ticket Vending Machines in Toronto. He has
worked on various international projects in countries
such as France, Morocco, Poland, Canada, and the
United States.
II. Payment Kiosk Details
The attached Payment Kiosk Datasheet shows a generic Flowbird payment kiosk. In
addition, the payment system Flowbird will provide to the City features the following:
Power Supply
o The Flowbird POF Kiosks installed in the City will operate on wired main
power, which trickle-charges an internal DC battery as the power source.
There will be no solar panels, unless requested.
o The Flowbird POF Kiosks will operate on battery for 24-48hrs in the event
of a power mains failure. Alerts of draining battery can be sent via alerts
to email and/or cell phone numbers to alert staff of the power loss, and the
% drain on the battery. Should there be no response or power restored
within 48hrs, the POF will shut down until the battery is replaced or re-
charged. During this entire timeframe, all transactions are transmitted via
the 4G LTE modem and continues to operate until total loss.
ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 147 of 167)
