REV: 01-05-26 LR
o The pay stations are equipped with a secure cash vault locking system.
The cash vault system is located behind the outer door of the bottom
cabinet which is secured with reinforced steel. The vault door is made of
armored steel. The lock is an advanced, four-point locking point system.
Flowbird offers an electronic lock option giving clients more control in the
collection process.
o All parts are modular and plug and play in design. Most parts are easily
replaced with the use of a screwdriver in under 2 minutes.
o The CWT offers an optional motion activated light bar, which fully
illuminates the patron interface of the meter and provides a light source for
evening payments, allowing the patron to use the light source to find their
source of payment in a wallet, or in a purse. In addition, when the top
maintenance door is opened, the light bar acts as the source of bright light
shining into the pay station, allowing the technician great visibility, without
having to hold a flashlight.
Other Details
o The system can accommodate various rate structures from the City. The
proposed pay station can display different rates and policies. Flowbird can
provide the patron with different zones for payment, "Loading Zone" or
"Regular Parking" prior to beginning their session. Once they select the
correct rate type, their session will begin and be charged accordingly.
o Flowbird will ensure to provide all new equipment to the city.
o Flowbird's back-office parking management system provides all the
required functionality including remote changes, reports on pay station
activity, and maintenance work order tickets.
o All transactions occur in real-time and are made available to the
enforcement system right away.
III. Risk Management
Flowbird is PCI-DSS Level 1 certified. Flowbird follows the guidelines from the PCI-DSS
standard and have regular penetration tests performed by external companies. These
penetration tests are conducted both by systems and humans. Flowbird’s back office
management solution is reviewed by an external security audit every year and is under
scheduled scans on a regular basis to detect any vulnerability. To ensure security of the
wireless information, Flowbird uses high levels of encryption at the pay station and server
levels on any sensitive customer data.
In addition, Flowbird minimizes risk for customers by reinforcing security policies and
control processes through the following actions:
Vulnerability Scans
As part of Flowbird’s security policy, external vulnerability scans are performed on
all public IP addresses and interfaces where Flowbird Banking Services are
ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 152 of 167)
