Specification Compliance Form <br />1.2 PROJECT DESCRIPTION <br />A. Project is for a new gateless Parking Access and Revenue Control System <br />(PARCS) and specified associated enforcement capabilities and static parking <br />information signage for the Jefferson, Marshall, and Winslow Garages in the <br />downtown area of the City of Redwood City, CA (“Owner” or “City”). This project <br />involves converting the current Scheidt and Bachmann gated PARCS to a new <br />gateless PARCS, with payment and enforcement based on License Plate <br />Recognition (LPR). <br />B. Work consists of a prime contractor (“Contractor”) furnishing, installing, <br />activating, configuring, calibrating, and testing the systems specified below and <br />any associated electrical and data communications infrastructure. Contractor is <br />also required to provide demolition and removal of the Owner’s existing PARCS <br />equipment, as further specified in Drawings and Specifications. Contractor is to <br />perform all system commissioning and configuration, system calibration, system <br />acceptance testing, migration of user data from the current PARCS to the new <br />PARCS, acceptance testing, and go-live support. The successful Contractor shall <br />also provide ongoing maintenance and support for the equipment and software. <br />“Contractor” refers to the prime contractor and all sub-contractors and product <br />vendors, with Contractor responsible for delivering, supporting, and servicing the <br />ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 23 of 167)
