REV: 01-05-26 LR <br />total system on a turnkey basis. The following are the elements of work for the <br />Contractor: <br />1. Perform the required demolition and preparatory work, including but not <br />limited to: Demolition and removal as required of existing Scheidt and <br />Bachmann PARCS equipment, including lane equipment, payment kiosks, <br />headend equipment, and appropriate abandoned conduit/wiring, as well as <br />removal of Owner-designated existing static signs, as specified in <br />Drawings. Repair and sealing of unused mounting holes and <br />cutting/capping of unused conduit stubs is also required. Any new conduit, <br />wiring, electrical panel tie-ins, data communications wiring to network <br />demarcation points, mounting assemblies, and wire terminations are also <br />to be provided by Contractor according to Specifications and Drawings. <br />2. Furnish a new gateless, ticketless PARCS system including Fixed License <br />Plate Recognition (LPR) cameras at the entry and exit lanes and the <br />connecting tunnel lanes between the Jefferson and Winslow Garages to <br />record arrival and departure of parkers and to determine whether payment <br />was made upon arrival (and additional payment made for overstays) or that <br />a parker is on a list of authorized monthly/contract parkers, as well as <br />additional reporting functionality for vehicles parking in the Winslow Garage <br />as described in Specification 111248.10. This system must also support <br />parking validations from Owner-designated nearby merchants, including but <br />not limited to the Century 20 Theater above the Jefferson Garage, as further <br />detailed in Specification 111224.14. The system shall not require any driver <br />interaction with PARCS equipment in the entry and exit lanes. The LPR <br />cameras may be located overhead or on the PARCS islands. Contractor <br />must determine if existing pavement-embedded magnetic loops can be <br />utilized as LPR trigger loops and, if not, cut and install new loops or <br />alternately propose usage of “virtual loops.” <br />3. Furnish new Pay-by-Plate Multi-Space Meter (MSM) kiosks which can <br />accept payment by cash, credit card or by scanned pre-payment or <br />validation code, located and in the quantities as shown in Drawings, and <br />equipped with features as described in the relevant Specification. <br />4. Furnish new Proximity Card Reader system and Access Control Software <br />to control the existing rolling overhead door at the western entry lane of the <br />Winslow Garage, as further described in Specification 111224.14. <br />5. Furnish four (4) new Mobile LPR systems, mounted and installed by <br />Contractor in Owner-provided parking enforcement vehicles, including <br />integration with the Gateless PARCS software and the Owner’s Citation <br />Management System, as described further in Specifications, to allow <br />seamless parking enforcement activity. <br />ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 24 of 167)
