REV: 01-05-26 LR <br />6. Furnish and install new static signage providing direction on how to use the <br />PARCS system and how to make payment; location, content, color, font, <br />and format of signs to be coordinated with Owner. Also, furnish and install <br />new static traffic signs and pavement markings (e.g., STOP, SLOW, etc.) <br />as shown on the project Drawings. <br />7. Provide support and input to the Owner and Owner’s parking operator on <br />recommended marketing and public awareness initiatives about the <br />conversion to the new gateless PARCS and the associated payment and <br />enforcement procedures. <br />8. Integrate the new Gateless PARCS with the Owner’s current Citation <br />Management System (CMS). The Owner’s current CMS is from TurboData. <br />The new gateless PARCS must integrate fully and effectively with the <br />Owner’s CMS in order to support LPR-based parking enforcement using <br />Owner’s current handheld parking enforcement devices. <br />9. Integrate the PARCS with the Owner’s selected Pay-by-Cell Parking <br />Payment Mobile Application(s) as a payment option. Contractor is required <br />to indicate in their proposal which mobile parking payment apps they are <br />integrated with already or are willing to integrate with as part of the project. <br />Procurement of the Pay-by-Cell Mobile Application provider(s) is not a part <br />of this project. <br />10. PARCS vendor is to coordinate with the Owner and credit card clearing <br />company on provisioning of Merchant ID and Terminal IDs associated with <br />all payment methods and credit card terminals in the MSM machines and in <br />the permit payment feature of the MSM’s Meter Management System <br />(MMS). The Gateless PARCS Vendor is to be the Merchant of Record <br />(MOR) for all such transactions. <br />11. Contractor shall prepare all necessary engineered Construction Documents <br />and shop drawings required for Owner review, and apply for all required <br />permits per City of Redwood City codes. Permit fees will be reimbursed by <br />Owner at actual cost. Contractor is also to provide as-built record drawings <br />during project close-out. <br />12. Contractor is to handle and include in their price quote all disposal of old <br />PARCS equipment and associated hardware, including signed Certificates <br />of Destruction compliant with PCI regulations for all equipment containing <br />Payment Card Data. <br />1.3 WORK SEQUENCE <br />A. General Requirements and Objectives: Work will be conducted in multiple phases <br />to provide the least possible disruption to the activities of Owner's personnel and <br />to the parking operation and parking fee collection of the Owner’s garages. <br />ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 25 of 167)
