REV: 01-05-26 LR <br />Contractor is responsible for proposing and obtaining Owner approval on a work <br />phasing plan that meets the following objectives: <br />1. Work can commence upon official Notice to Proceed (NTP) being provided <br />to the Contractor by the Owner. <br />2. All work inside the garages is to be scheduled to occur during dates and <br />times which are low occupancy periods for the garages. <br />3. To minimize labor expense, work should be scheduled to occur during <br />normal working hours Monday-Friday, unless pre-approved for overtime or <br />weekend work by Owner for specific reasons. <br />4. Minimize or eliminate any period during which the entry/exit lanes and any <br />garage parking areas are blocked or cannot be utilized. <br />5. It is unacceptable for the work and schedule plan to create any period of <br />time during which parking fees cannot be collected either by the existing <br />Scheidt and Bachmann system and/or the new PARCS system. This may <br />require Contractor to propose work sequences including after-hours work <br />or some type of “parallel operation” period for both the current gated PARCS <br />and the new gateless PARCS, during which the new system can be tested <br />and certified to be ready for production while the old system is still operating, <br />followed by a cutover to the new system while maintaining the old system <br />in place as a fallback plan for an identified period before it is removed. The <br />quality of Contractor’s proposed installation, cutover, and fallback <br />approach will be a selection criteria in the RFP award process. <br />6. Time is of the essence in the implementation of the new PARCS system <br />(with Fixed LPR Cameras, Mobile LPR Cameras, Pay-by-Plate MSMs, <br />static signage, and Pay-by-Cell integration) and integration with Owner’s <br />Citation Management System. This work needs to be completed as quickly <br />as feasible after NTP is provided. <br />7. Specific Milestones for the PARCS Work: The following specific Milestones <br />are established for the Contractor. <br />a. Milestone #1: Deliver complete and Owner-approved equipment <br />submittals for the Gateless PARCS, LPR, MSMs, and all other <br />associated systems by Date of Notice to Proceed (NTP) + 30 days. <br />These submittals are intended to provide complete and <br />comprehensive information to Owner about the systems and the <br />associated installation and testing process. The specific required <br />equipment submittals are further detailed in the relevant Specifications <br />listed in Section 1.1 above. <br />b. Milestone #2: Deliver to the site ready for installation all PARCS <br />equipment including Mobile LPR Systems, Fixed LPR Cameras, loops <br />and associated loop controllers (if required), Pay-by-Plate MSMs, and <br />any other servers, network equipment or mounting accessories <br />required to support these items, and static signage by Date of NTP + <br />90 days. The vendor shall be present to receive the products from the <br />ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 26 of 167)
