Monitor the transmission of repeated messages that may indicate possible
problems with the system.
5. Display abnormal status conditions as a visual alarm on the workstation
screen, accompanied by an audible alarm.
a. The display continues to flash until the abnormal condition is
corrected. The audible alarm continues until turned off by operator.
b. Record the abnormal status condition and the acknowledgement of
the alarm, including time, workstation, and operator.
6. Record and store all meter alarms and repair activity.
H. PbP Enforcement Integration: Owner currently uses the TurboDataTM Citation
Management System (CMS) and TurboDataTM handhelds for parking
enforcement on-street and in surface lots and requires to be able to use this
system in the Jefferson, Marshall, and Winslow Garages once they are converted
to gateless operation as part of this project. Contractor is to support the
integration of payment and permit data from MSMs and the MMS with the Fixed
and Mobile LPR systems and with the TurboData CMS. This integration is to
support enforcement activity by using the MSM/MMS payment and permit data
to seamlessly support detection (a/k/a “hits”) of violations and issuance of
citations that can be placed on vehicle windshields by Owner’s parking
enforcement officers.
1. During enforcement sessions, all parking permit data and parking payment
transaction data (including validations) is to be available to CMS and mobile
enforcement devices within thirty (30) seconds of a permit parking being
created or within thirty (30) seconds of completing a payment transaction at
any device. Delays or functional degradation resulting from data
communication between devices over MMS network is not acceptable.
2. Provide web-based, viewable and printable reports of all meter and mobile
payments for enforcement purposes, including time purchased, purchase
amount and time of expiration.
3. Ability to integrate MSM data with the TurboData mobile and/or handheld
units for enforcement purposes, providing street or lot #, machine #, plate
#, time purchased, purchase amount and time of expiration. This
integration is to function in both directions, i.e., parking payment
ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 46 of 167)
