REV: 01-05-26 LR <br />information from MSMs and mobile apps must flow to the TurboData <br />handhelds, and citation or LPR scan data initiated from the TurboData <br />handheld must flow to the MSM/MMS systems. <br />I. Permit Parking Support: Owner requires the ability to issue monthly or annual <br />parking permits to authorized parkers such as staff of nearby businesses. Owner <br />also requires the ability to create temporary, short-term (e.g., daily, weekly) <br />permits for City employees, visitors, vendors, or contractor/service personnel <br />good for a specified number of days or weeks. The MMS must support creation <br />and management of LPR-based virtual permits with the following capabilities: <br />1. Create LPR-based virtual parking permits with a validity period ranging from <br />a minimum of 4 hours to a maximum of 1 year or set to have no expiration <br />date (meaning the permit remains valid until removed or modified.) <br />2. Assign rate classes for permits – up to 16 preset rates plus the ability to <br />enter a custom rate. <br />3. Associate from 1 to 4 License Plate Numbers with a single permit. <br />4. Accept payment by credit card for new and renewal permits via both of <br />these options: <br />a. Direct contact with City parking operations personnel (e.g., phone, <br />email, parking office visit, etc.). <br />b. A customer-facing, web-based permit request portal that allows permit <br />applications to be completed online by a parker and sent via workflow <br />to City parking operations personnel for review and approval. <br />5. Declare specific permits expired or invalid at City’s discretion. <br />6. Provide management reports of the current and historical list of all valid and <br />expired permits by permit class, duration, or rate, and provide a summary <br />report of the current and historical total value of all permits subtotaled by <br />permit class and totaled for all permits. <br />7. Provide email and/or text notification to the permit holder prior to the <br />expiration of their permit including a link to the permit system which can be <br />used to submit a request to renew the permit. The notification period is to <br />be settable from a period of 1 to 30 days. <br />8. Provide integration with the Citation Management System so that the status <br />of all permits can be checked by LPN, and with the Fixed License Plate <br />Recognition System so that permit status is checked upon entry and permit <br />parking session durations are determined upon exit. Create time-stamped <br />logs of all permit entry/exit transactions and provide reports that can be run <br />by LPN, by date/time range, or by permit type. <br />9. The LPR system integration must also report via alarm messages detection <br />of a vehicle with an expired permit entering the garage. <br />J. Validation Support: Owner offers partial and full validation for a defined number <br />of hours from local, nearby retail and entertainment establishments.
