REV: 01-05-26 LR <br />machines and in the permit payment feature of the MSM’s Meter <br />Management System (MMS). The MSM Vendor is to be the Merchant <br />of Record (MOR) for all such transactions. <br />b. Credit card readers wirelessly connected to a server dedicated to <br />credit card approval and payment processing system. <br />c. Configure system such that information from each credit card <br />transaction is wirelessly transmitted to a server in direct <br />communication with authorizing clearinghouse via secure connection <br />to provide on-line real time approvals for each transaction. <br />d. Contact chip card read and mag stripe reader, and contactless NFC <br />reader capable of accepting at a minimum Apple Pay and Google Pay. <br />e. Credit Card gateway to be part of PCI P2PE as listed on the PCI-SSC <br />web site and VISA Level-1 Service Provider as listed on the VISA web <br />site. <br />f. Encryption is performed at the card reader and utilizes P2PE. <br />g. Credit card authorization in real time. <br />h. Maximum average authorization time for credit card transactions: Ten <br />(10) seconds. <br />i. Provide “store and forward” feature only when the communication <br />network is down, or not available and credit card payments cannot be <br />authorized in on-line mode. <br />j. Confirm and provide record formats required by Owner’s financial <br />institution. <br />k. Identify all required additional services necessary for processing and <br />the associated costs. <br />3. Provide the user the ability to confirm purchase prior to processing card. <br />G. Scanner <br />1. Provide a 2D scanner which can read QR and bar codes presented on paper <br />or on a mobile device screen. <br />2. Such QR/bar codes may be used for proof of online pre-payment or for <br />partial/full parking validations obtained in advance of arrival from authorized <br />nearby retail and entertainment establishments. <br />H. Audio Intercom <br />1.
