REV: 01-05-26 LR <br />1. The LPR system includes: <br />a. Fixed LPR Cameras, located as shown in Drawings. <br />b. Pay-by-Plate (PbP) Multi-Space Parking Meter (MSM) System <br />integration <br />c. Citation Management System Integration <br />d. All necessary components and materials for a complete and <br />functioning turnkey LPR system as identified in this RFP. <br />C. System to be provided for City of Redwood City, CA, hereafter referred to as <br />“Owner”, at the Jefferson, Marshall, and Winslow Garages. Camera locations <br />are to cover entrance and exit lanes to the facility and connecting tunnel lanes <br />between the Jefferson and Winslow Garages, as indicated on Drawings. <br />D. System is to note and record all vehicles entering and exiting the listed parking <br />facilities (including vehicles flowing between the Jefferson and Winslow Garages) <br />and provide the following functions: <br />1. Notification to the Pay-by-Plate (PbP) Multi-Space Parking Meter (MSM) <br />System of vehicle entry and exit with LPN, date and time of LPN capture, <br />vehicle/LPN image capture, and any other data elements specified below <br />or required to integrate with the Pay-by-Plate (PbP) Multi-Space Parking <br />Meter (MSM) System and the Citation Management System. <br />2. Real time and statistical reporting for all LPR data. <br />3. Specific, date/time-stamped, historical reports of vehicle presence and <br />parking duration by day/week/month for vehicles that park in the Winslow <br />Garage, linked to the vehicles’ LPNs. The Winslow Garage is privately <br />owned but operated in partnership with the City, and the City requires these <br />reports to manage certain financial arrangements between the City and the <br />Winslow Garage owner. <br />4. Support using a registered permit parker’s LPN as a credential for access <br />control of the existing rolling overhead door at the west side of the Winslow <br />Garage, as shown on Drawings and as further described in Specification <br />111224.14. <br />1.4 DESIGN CRITERIA <br />A. LPR System Performance <br />1. Acquire an image of a vehicle’s entire license plate at a 99.5 percent (99.5%) <br />or higher rate for all non-exception vehicles as defined within this section. The <br />intent of the 99.5% capture rate is to have a visual record of 99.5% of all non- <br />exception license plates entering the facility. <br />2. Achieve an N Factor rating of 94% meaning specifically that the LPR <br />Subsystem is to read all license plate characters, exclusive of stacked <br />characters, correctly ninety-four percent (94%) of the time for all non-exception <br />ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 79 of 167)
