REV: 01-05-26 LR <br />vehicles as defined within this section. Missing, misread, or additional <br />characters as determined by the LPR Subsystem is to be counted against the <br />read accuracy. (i.e., if a license plate contains six standard characters <br />“ABC123”, then N=6. Therefore, in order for the system to achieve an N read, <br />the system must return the LPN “ABC123” exactly.) Additional characters <br />added before or after the license plate characters are to count against the read <br />rate. (i.e., “1ABC123” would not constitute an N read.) <br />3. Achieve an N-1 Factor rating of 98% meaning specifically that the LPR <br />Subsystem is to read all but one LPN characters, exclusive of stacked <br />characters, correctly ninety-eight percent (98%) of the time for all non- <br />exception vehicles as defined within this section. Missing, misread, or <br />additional characters as determined by the LPR Subsystem are to be counted <br />against the read accuracy. (i.e., if a license plate contains six standard <br />characters “ABC123”, then N=6. Therefore, in order for the system to achieve <br />an N-1 read, the system must return the LPN “xBC123”, “ABC12x”, etc.) <br />Additional characters added before or after the license plate count against the <br />read rate. <br />4. Exception vehicles will not count against the accuracy of the LPR Subsystem. <br />For the purposes of the LPR performance requirements an exception vehicle <br />is defined as: <br />a. Any vehicle whose license plate is obstructed, obscured, or encroached <br />upon by a foreign object. <br />b. Oversized vehicles that have a total distance between the center of the <br />drivers’ side window and the end of the rear bumper greater than 15 feet. <br />c. Vehicles that contain excessive graphics and advertising such that it is <br />impossible for the LPR system to determine which graphics belong to the <br />license plate and which graphics do not. <br />d. Vehicles with no license plate or relocated to a window and not in the <br />OEM location. <br />e. Vehicles with temporary cardboard “Dealer Plates.” <br />f. Damaged plates. <br />g. Plates from locations other than the U.S., Canada, and Mexico. <br />h. Motorcycles. <br />5. Ambient lighting conditions are to have no effect on the accuracy of the LPR <br />system regardless of the time of the day and night. Contractor to provide any <br />necessary shading or lighting elements required to mitigate the effect of the <br />ambient lighting conditions on the LPR system performance. <br />6. Provide a means, subject to approval by the Owner, to remotely score the LPR <br />Subsystem to ensure it meets the performance requirements. Assist the <br />Owner in transferring images from each lane to a storage format such as CD- <br />ROM, DVD, memory stick, or uploaded to an FTP site that can then be viewed <br />and scored on a standalone PC by the Owner or their designated <br />representative. Owner is to be able to select any images stored on the LPR <br />database for scoring purposes.
