Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />assigned an annual procurement target by the California Department of Resources Recycling and Recovery <br />(CalRecycle). The San Mateo County Sustainability Department, the cities and towns of San Mateo County <br />including Redwood City, and San Mateo Resource Conservation District (RCD) developed a pilot program <br />to assist San Mateo County jurisdictions with meeting their annual SB 1383 procurement requirements by <br />offering reduced-cost compost to San Mateo County farmers and ranchers. The City has been participating <br />in this pilot since 2021, executing agreements with RCD to administer the Program on its behalf. The pilot <br />will conclude in 2026. <br />Beginning in 2026, the County will serve as the administrator of the Program and will enter into a single <br />intergovernmental agreement with RCD to implement compost procurement, delivery, application, and <br />required SB 1383 recordkeeping on behalf of participating jurisdictions. <br />ANALYSIS <br />Under the structure beginning in 2026, jurisdictions would enter into an MOU with the County and provide <br />an annual financial contribution to the Program. In return, jurisdictions will receive SB 1383 procurement <br />credit in proportion to their contribution without the need to directly manage contracts and field activities <br />or carry out recordkeeping activities. <br />To meet its 2026 target, the City’s annual contribution will be $167,989.75, resulting in approximately <br />3,952.7 tons of recovered organic waste product procurement credit. Of this amount, the County will <br />retain between two and four percent to offset staff time required to administer and coordinate the <br />Program on the City’s behalf. The final administrative percentage will be documented by the County for <br />City’s review. The County will provide the City with procurement documentation and reporting <br />information necessary for inclusion in the City’s Electronic Annual Report (EAR) to CalRecycle and will <br />provide written program status updates. <br />Staff recommend executing an MOU with the County for an annual contribution of $167,989.75 to ensure <br />continued coordination and successful implementation of the Program for the calendar year 2026 with <br />an option to renew participation annually, in accordance with SB 1383 requirements. Staff will return to <br />Council to authorize its continued participation in the Program with the annual contribution for the next <br />calendar year. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings.
