Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: January 26, 2026 <br />SUBJECT <br />Memorandum of Understanding (MOU) with the County of San Mateo (County) for participation in a <br />Senate Bill 1383 (SB 1383)-Compliant Compost Procurement Program (Program) <br />SUMMARY <br />The City of Redwood City (City) has been participating since 2021 in a regionally-developed pilot program <br />to meet its SB 1383 compost procurement requirements. When the pilot ends in 2026, the County will <br />begin serving as the program administrator. This MOU with the County will allow the City to continue to <br />participate in the program to meet its annual procurement requirements. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Memorandum of Understanding with <br />the County of San Mateo for participation in an SB 1383-Compliant Compost Procurement Program for an <br />annual contribution of $167,990 for the calendar year 2026, with an option to renew participation <br />annually. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Sustainability <br />BACKGROUND <br />In 2016, SB 1383 established statewide targets to reduce methane emissions from organic waste disposed <br />in landfills. SB 1383 requires jurisdictions to reduce organic waste disposal by 75 percent from 2014 levels <br />by 2025 and to procure significant quantities of recovered organic waste products, such as compost, <br />mulch, and renewable natural gas, on an annual basis.
