City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
ENVIRONMENTAL REVIEW
The Spinas Park Restroom Building Project qualifies as a Class 2 categorical exemption under the California
Environmental Quality Act (CEQA) Guidelines Section 15302(c) because it involves replacement or
reconstruction of an existing structure or facilities involving negligible or no expansion of capacity. A
Notice of Exemption will be filed pending Council approval.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may choose not to approve the recommended action. Two alternatives are identified
below:
Alternative 1: Not to award the construction contract to the apparent low bidder and instead direct staff
to evaluate the next low bid for award.
Alternative 2: Not to award the construction contract to the apparent low bidder and instead direct staff
to reject all bids and rebid the project.
Either alternative would delay the Project by several months, which would subsequently delay the Hoover
Park Renovation Project. Such delays are costly in terms of staff time for additional contractor evaluation
or preparation of rebidding documents. Moreover, delays to the Hoover Park contract would incur
additional costs on the Hoover Park project and risk the timely expenditure of grant funds on that project.
ATTACHMENTS
None.
REPORT PREPARED BY:
Nyal Nunn, Assistant Engineer
nnunn@redwoodcity.org
(650) 780-7683
8.A. - Page 4 of 5
11
