Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />and wellness programs; a state-of-the-art kitchen for meal services; and a dedicated space for veterans <br />to gather, share their experiences, and access essential resources. <br />A unique aspect of VMSC is the Veterans Memorial Exhibit Design Project (“Project”) that installed exhibits <br />containing both historical artifacts and interactive electronic opportunities within VMSC. These special <br />exhibits feature our community’s veterans sharing their stories of service to our country. Exhibits also <br />spotlight the NFL Alumni Association and the history of the San Francisco 49ers training facility that once <br />was located at Red Morton Park. <br />On February 14, 2022, the City Council awarded the Redwood City Veterans Memorial Exhibit Design <br />Project to Cinnabar California, Inc. for their low bid of $2,044,652. <br />ANALYSIS <br />Construction of the exhibits began in February 2022 and concluded in November 2025. Pictures of the <br />completed exhibit is attached to this staff report as Attachment A. <br />As shown in Table 1 below, three contract change orders (CCOs) were approved for a total of $104,337 <br />(five percent of original contract amount), within the authorized contingency amount. The CCOs covered <br />design changes, field changes, and demobilization and remobilization of contractor crews. Each of these <br />resulted in a change in time and/or costs related to equipment, materials, or labor. <br />The City Engineer has determined the improvements outlined by the Project’s plans and specifications are <br />complete. Therefore, staff recommend acceptance of the project, release of all bonds and retention, and <br />filing of a notice of completion. <br />The construction of VMSC is ongoing. The project is anticipated to reach completion within calendar <br />year 2026. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings.
