City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
Service Evaluation and Continuous Improvement
Departments will review survey results relevant to their service areas to help assess service
effectiveness, identify trends over time, and highlight areas of strength and opportunity. Survey
findings will complement existing performance metrics and operational data to support continuous
improvement efforts.
Budget and Resource Allocation
Survey results will provide important context for City Council and staff as part of upcoming budget
and work plan discussions. Data related to service importance, satisfaction, and quality will help
inform prioritization of programs, capital investments, and service levels, alongside fiscal
considerations and adopted strategic priorities.
Policy and Long-Term Planning
Results related to public safety, infrastructure, economic vitality, inclusiveness, and community
engagement will be used to help inform future policy discussions, planning efforts, and coordination
across departments and with community and regional partners.
Tracking Progress Over Time
The survey establishes a baseline for measuring changes in resident perceptions and community
priorities. Future surveys will allow the City to monitor progress, evaluate the impact of investments
and policy decisions, and identify emerging issues over time.
EQUITY IMPACT STATEMENT
To assess representativeness, the demographics of the survey respondents were compared with the 2020
Census and 2023 American Community Survey estimates for the adult population in Redwood City. Survey
data was weighted to better reflect the community as a whole and reduce potential demographic bias.
Weighting characteristics included age, sex, race, Hispanic origin, housing type, tenure, and geographic
area. This approach supports more equitable representation of community perspectives, including those
that may be historically underrepresented, in the survey findings.
FISCAL IMPACT
There is no fiscal impact related to the results of the surveys. Allocation of necessary funding to conduct
the survey was completed through the Fiscal Year 2025-26 budget process.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
11.A. - Page 6 of 43
140
