Page 2 of 10 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Create policies and infrastructure to support zero emission trips; and <br />Ensure Redwood City is considered in all strategic regional transportation initiatives. <br />At the September 29, 2025 City Council meeting, staff presented the Vision Zero Program Progress Report, <br />which indicated that since 2020, the total number of fatal and injury collisions in Redwood City has <br />increased annually. <br />California’s Office of Traffic Safety (OTS) ranks and compares California cities’ traffic safety statistics based <br />on population size. The results help both cities and OTS identify emerging and on-going traffic safety <br />problem areas in order to plan solutions and facilitate grants. Redwood City falls into OTS’s Group C This <br />group is for cities with a population of 50,001-100,000. The latest processed OTS data is for year 2022. <br />Table 1 shows the Redwood City rank in each topic area, with an OTS Ranking of 1 being the city with the <br />most incidents for that group category. For five of the eight categories, Redwood City is in the bottom <br />25% for California cities with a population of 50,001-100,000. Since 2017, there have been 101 reported collisions in this corridor, including 15 <br />involving pedestrians and four involving bicyclists. The posted speed limit is 30 miles per hour, and the <br />roadway carries large vehicular volumes. There are about 16,000 vehicles per day on the western segment <br />of the corridor between Hudson Street and Farm Hill Boulevard, and approximately 20,000 vehicles per <br />day on the eastern segment of the corridor between Hudson Street and El Camino Real; these numbers <br />represent the Average Daily Traffic (ADT) volumes. This area serves many important community <br />destinations, including Red Morton Park and its sports facilities, the Veterans Memorial Building and <br />Senior Center, nearby schools, and local businesses. <br />Improving traffic safety along Jefferson Avenue is a community priority and is identified in several <br />Redwood City adopted transportation plans: RWCMoves and Redwood City Walk Bike Thrive Plan. <br />Multiple intersections along Jefferson Avenue are designated as pedestrian focus areas in Redwood City <br />1 https://www.ots.ca.gov/media-and-research/crash-rankings/ <br />11.B. - Page 2 of 17 <br />179
