The program provides grants to <br />local governments and nonprofits to reduce impaired driving crashes and increase public awareness of <br />the issue. In its grant application, PD staff requested the allocation of some funding for the purchase of a <br />custom-built enclosed special operations trailer outfitted with a generator, storage cabinets, and pole <br />lighting for use in enforcement operations aimed at curbing drivers from driving while under the influence <br />(DUI) or while impaired. DUI trailers are relatively common in law enforcement fleets, as they allow staff <br />to perform tasks in the field that would often require conventional office space. Trailers are typically built <br />to meet the specific needs of the buyer and are designed to be towed between sites as needed. The CHP <br />subsequently allocated $145,000 of the total grant award to purchase the specified trailer. <br />ANALYSIS <br />On November 21, 2025, staff issued a Notice Inviting Bids (NIB), published on the City’s website and in the <br />San Mateo Daily Journal. Staff also notified three prospective bidders of the NIB and four bids were <br />received by the submission deadline. Staff recommends <br />approval and authorization for the City Manager to execute a Purchase Agreement with TPD Trailers, Inc. <br />to supply a custom-built enclosed special operations trailer in the amount of $160,077.42. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Relevant data not currently available <br />FISCAL IMPACT <br />The Equipment Replacement Fund will provide $145,000 in funding toward the total cost, which will be <br />returned upon receipt of reimbursement from the California Highway Patrol.
