TENTATIVE AGREEMENT - ADDENDUM TO MEMORANDUM OF UNDERSTANDING <br />BETWEEN REDWOOD CITY AND SEIU LOCAL 521 <br />RE: CONTRACT EMPLOYEES <br />Page 1 of 23 <br />WHEREAS, i <br />add temporary contract employees to the same unit as permanent employees who perform the <br />same or similar type of work, pursuant to Government Code section 3507.7 (Assembly Bill 1484); <br />and <br />WHEREAS, in accordance with Government Code section 3507.7, the Union and City of Redwood <br />romptly bargained over wages, hours & working <br />conditions for contract employees, and have reached agreement. <br />NOW THEREFORE, the City and Union tentatively agree to the following Addendum to the <br />January 23, 2028, subject to Union ratification and City Council approval: <br />1. REPLACEMENT OF SIDE LETTER: This MOU Addendum Agreement will replace the Side Letter <br />between the parties dated December 5, 2007, including all Appendices (A, B, C-1, C-2, C-3, C- <br />4). <br />2. PLACEMENT OF INCUMBENTS IN NEW EMPLOYMENT STATUS ON ONE-TIME, NON- <br />PRECEDENTIAL BASIS: <br />A. Effective the first full pay period that is six (6) weeks after City Council approval of this <br />agreement, the following contract positions will be changed to term-funded positions: <br />Three (3) Project READ Aides (New Job Title - Literacy Aide) <br />Two (2) Project READ Assistants (New Job Title - Literacy Assistant) <br />Two (2) Human Service Specialists <br />One (1) Human Services Coordinator (New Job Title Recreation & Community <br />Services Program Coordinator) <br />One (1) Parks and Recreation Program Assistant <br />In recognition of multiple years of City service of current incumbents in each of the <br />above-listed contract employee positions and of the fact that the above positions are <br />primarily grant-funded, current incumbents will be placed in the term-funded <br />positions on a one-time basis, subject to confirmation that they meet minimum <br />qualifications and -employment <br />processes (fingerprinting, background). In addition, the current incumbents in the <br />above-listed positions will, upon placement in term-funded positions, will instead <br />serve a 1-year probationary period starting from the date of the status change (not <br />the 2-year probationary period reflected in Section 9.1 of the MOU). <br />The parties acknowledge that the intent is for grant-funded positions to be fully <br />funded from outside grants that are independent of City revenue sources. Because <br />the employment status for the above-listed positions is changing in the middle of <br />applicable grant periods, the City agrees to temporarily supplement the additional <br />ATTACHMENT A8.E. - Page 9 of 31 <br />46
