TENTATIVE AGREEMENT - ADDENDUM TO MEMORANDUM OF UNDERSTANDING <br />BETWEEN REDWOOD CITY AND SEIU LOCAL 521 <br />RE: CONTRACT EMPLOYEES <br /> <br />Page 8 of 23 <br />7.5.8 The Human Resources Department shall maintain an updated seniority roster <br />indicating employee's class seniority, and City seniority. Such roster shall be <br />available to the Union upon request. <br />7.5.9 Employees may elect to be laid off in lieu of bumping. Accepting such a layoff <br />does not affect the employee's reemployment rights under this Agreement. <br />7.5.10 At the time of a layoff, employees who were previously members of the <br />Bargaining Unit (e.g., who subsequently promoted out of the unit) shall have <br />all the rights described in Article 7, except for those of section 7.5.2. Such <br />former unit members can only exercise the rights of section 7.5.3 after all <br />employees who are current unit members at the time of a layoff have <br />exercised all rights in this Article 7 and a vacancy still exists for which a former <br />unit member qualifies (as required in 7.5.3). <br />For such former unit member(s), the provisions of section 7.6.1 shall only apply <br />to offers of reemployment to positions previously occupied by such former <br />unit member(s). This restriction shall only apply for the term of the <br />reemployment list generated by the layoff that caused such former unit <br />member(s) to return to the bargaining unit. <br />7.5.11 A part-time regular employee may only bump into a part-time position in a <br />lateral or lower related classification in accordance with the provisions of this <br />Article. <br />7.5.12 A full-time regular employee may bump into a full-time or part-time position <br />in a lateral or lower related classification in accordance with the provisions of <br />this Article. <br />7.5.13 No regular employee may bump into a term-funded or contract position. No <br />term-funded or contract employee may bump or transfer into a regular <br />position. <br />7.6 Reemployment <br />7.6.1 The names of regular employees laid off shall be placed on a reemployment <br />list from most senior to least senior. The employee with the greatest seniority <br />on the reemployment list, including those who exercised their bumping rights <br />or who took a voluntary demotion, shall be offered reinstatement in a vacant <br />classification with equal or less base salary compared to the classification from <br />which the employee was laid off for which said employee meets the minimum <br />qualifications. In the event the employee refuses two (2) offers of <br />reemployment, said employee's name shall be removed from the <br />ATTACHMENT A8.E. - Page 16 of 31 <br />53
