Awarding an agreement to Ingram Library <br />Services LLC will create efficiencies for the City. Staff is confident that Ingram Library Services LLC will <br />provide services that meet the City’s standard for excellence in government operations. <br />Staff recommends approval and authorization for the City Manager to execute a three-year Agreement <br />for Services with Ingram Library Services LLC in an amount not to exceed $1,500,000, and City Manager <br />authority to extend the Agreement for two additional two-year terms in an amount not to exceed <br />$2,000,0000, for a total contract amount not to exceed $3,500,000. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed by reviewing data from a similar program or policy in another jurisdiction. <br />FISCAL IMPACT <br />The first term of the agreement will span multiple fiscal years. Staff will allocate funds from the Library <br />Materials Budget based on the adopted budget for each fiscal year. While the contract has a not-to-exceed <br />limit, no minimum expenditure is required. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />8.F. - Page 3 of 35 <br />71
