The Library currently <br />has a contract with Baker & Taylor LLC in a not-to-exceed amount of $1,000,000, which will end due to <br />the company going out of business in December 2025. The Library is seeking a new wholesale distributor <br />to provide library materials, processing and cataloging services. <br />Section 2.67.1(A) of the City’s Municipal Code authorizes the use of cooperative purchasing with other <br />agencies to forgo conducing a competitive bidding process. To do so, competitive purchasing procedures <br />reasonable similar to those required in the City, as determined by the City Manager, must have been <br />employed to create such agreements. <br />On January 7, 2025, the City of Mountain View issued a request for proposals (RFP) for library materials, <br />which contained a scope of services that aligned with the Library’s specifications. The RFP was published <br />on the City of Mountain View’s website and in the local newspaper. Five proposals were received by the <br />submission deadline. In its review and selection process, the City of Mountain View evaluated the <br />following criteria: <br />Proposal meets or exceeds requirements described in RFP. Quality of vendor’s road map for <br />development of services. <br />General qualifications, vendor reliability, and reputation in the library community; fulfillment and <br />turnaround; past performance; quality of customer service. <br />Quality and ease of use of tools for selection, bibliographic services, acquisitions, cataloging, and <br />invoicing. <br />Fee proposal. Cost of services, discounts, short discounts, and cost of shipping. <br />The City of Mountain View’s selection panel ranked each proposal and ultimately awarded agreements to <br />Baker & Taylor LLC, Ingram Library Services LLC, Brodart, and Midwest Tape LLC on April 4, 2025. Baker & <br />Taylor LLC, Ingram Library Services LLC and Midwest Tape LLC ranked the highest at 91.6 points. The <br />Redwood City Library already has an agreement with Midwest Tapes LLC. Ingram Library Services LLC was <br />identified as the most cost-effective contractor from which to purchase library materials as well as <br />cataloging and processing services. <br />ANALYSIS <br />The purchasing procedures employed in the creation of the City of Mountain View’s contract were as <br />follows: <br />8.F. - Page 2 of 35 <br />70
