Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />Spinas Park is a roughly one and one-half acre park located on the east side of Redwood City, adjacent to <br />Stanford’s Redwood City campus and Fire Station Number 11. The park is heavily utilized for recreational <br />sports and programming, including facilities for basketball, tennis, pickleball, a playground, a water <br />feature, picnic tables, and a freestanding restroom building. <br />The existing restroom building is constructed of sheet metal. It has deteriorated and is approaching the <br />end of its useful life. Increased maintenance, staff time, and financial resources are now required to <br />maintain functionality and safety. <br />As described in the November 10, 2025 City Council staff report to award the Hoover Park Renovation <br />Project (“Hoover Project”) construction contract, the existing restroom at Hoover Park will be replaced as <br />part of the larger overhaul of the park. This restroom, a pre-manufactured modular unit installed in 2009, <br />is in excellent condition. It is similarly sized to the existing restroom at Spinas Park, and the two parks are <br />located less than one mile apart. This presents an opportunity to save the restroom from Hoover Park and <br />relocate it to Spinas Park. <br />To efficiently utilize City funds, in early 2025, staff from the Parks, Recreation, and Community Services <br />Department as well as the Engineering & Transportation Department began developing a restroom <br />relocation contract. The resultant Spinas Park Restroom Building Project (“Project”) will occur in <br />conjunction with the Hoover Project. <br />ANALYSIS <br />On November 6, 2025, staff advertised a bid for the Project using the City’s standard forms and following <br />the City’s competitive bidding procedures. The notice was posted on the City’s website, published in the <br />San Mateo Daily Journal, as well as other industry websites. Staff received two (2) bids which are <br />summarized in Table 1 below. <br /> <br />Table 1: Bids Received <br />Contractor Bid Amount <br />McNabb Construction, Inc. $269,269 <br />Suarez & Munoz Construction $341,735 <br /> <br />Staff reviewed the apparent low bid from McNabb Construction, Inc. and determined their submission to <br />be both responsive and responsible. Thus, staff recommends award of a standard construction contract <br />to McNabb Construction, Inc. for $269,269. <br />Upon City Council approval, contract execution is anticipated in February 2026. Construction is then <br />expected to begin in early March, lasting approximately three months with anticipated completion at the <br />end of May 2026.
