REV: 02-06-26 MI <br />both comparisons, Consultant shall use tabular and graphical techniques to clearly <br />communicate the differences. <br />Consultant shall prepare a rate comparison analysis to illustrate how the City’s current <br />and proposed sewer rates comparing to neighboring jurisdictions. Consultant shall <br />confirm with City staff the comparison agencies to include. <br />Deliverables: Consultant shall provide proposed rates up to five years, customer bill <br />impacts, and bill comparisons integrated into the 10-year sewer model developed for Task <br />2. Consultant shall provide charts and tables comparing rates with neighboring <br />jurisdictions to be included in the rate model, presentations, Final Report, and Prop 218 <br />notice. <br />Task 5 – Communicate Results <br />The Public Works Director or their designee(s) shall be provided a minimum of three- <br />weeks to review and comment on initial draft results and a minimum of one-week to review <br />and comment on second draft results. <br />Project Status Meetings <br />Consultant shall provide status updates to City staff to communicate progress on tasks <br />and ensure alignment with staff direction and timing. During the kick-off meeting, <br />Consultant shall establish a day and time for standing one hour check-in teleconference <br />meetings with staff every two weeks. These meetings are intended to obtain staff input <br />and develop solutions that will be accepted by City Council and ratepayers. <br />Presentation to Utilities Sub-Committee <br />At least one month prior to the meeting, using a City template, Consultant shall prepare <br />a PowerPoint presentation with basic, conceptual rate designs and recommendations for <br />a Utilities Sub-Committee meeting, for review by the Public Works Director or their <br />designee(s). Consultant shall incorporate any feedback from City staff prior to <br />presentation of the final slides to the Utilities Sub-Committee. Consultant shall attend the <br />meeting via video conference to assist with answering questions. Consultant may need <br />to prepare for and attend up to two Utilities Sub-Committee meetings. <br />Proposition 218 Notice <br />Consultant shall draft a Proposition 218 notice, which shall include, but is not limited to, <br />a 120-day statute of limitations for challenging the rates, description of the protest and <br />objections processes, a rate comparison with other cities, and other charts or similar <br />visuals where appropriate. The deadline to submit objections shall be a minimum of 45 <br />days prior to the public hearing. The Proposition 218 notice and mailing process shall <br />also comply with Government Code sections 53759.1 and 53759.2. The Proposition 218 <br />notice shall be reviewed and revised by the Public Works Director or their designee(s). <br />Consultant shall produce a final notice in Word format.
