PUBLIC COMMENT ON THE CONSENT CALENDAR, MATTERS OF COUNCIL INTEREST AND <br />ITEMS NOT ON THE AGENDA <br /> <br />The following member of the public provided comments: <br />• Stephen Burns <br /> <br />7. CONSENT CALENDAR <br /> <br />Mayor Martínez Saballos stated that due to being employed by the organization entering <br />contract with the City, he is recused from voting on Item 7D. <br /> <br />Councilmember Howard pulled item 7D. <br /> <br />Motion and second, Gee and Howard, to approve all items on the Consent Calendar, except <br />Item 7D, passed unanimously by roll call vote. <br /> <br />Mayor Martínez Saballos turned it over to Vice Mayor Eakin to preside the discussion and vote <br />for Item 7D and left the dais. <br /> <br />Motion and second, Gee and Chu, to approve Item 7D, with additional direction to staff to <br />provide regular reports to the City Council Homelessness Sub-Committee, passed 5-1-1 by <br />electronic vote, with Council Member Padilla abstained, and Mayor Martínez Saballos <br />recused. <br /> <br /> 7.A. Updated resolution for the Permanent Local Housing Allocation (PLHA) Program (505) <br />Reso 16387 (0002) <br /> <br />Recommendation: <br />Adopt a resolution 1) authorizing the use of funds, totaling $1,578,714, from the <br />Permanent Local Housing Allocation (PLHA) program for the 2019-2023 funding period, <br />for the City’s Affordable Housing Preservation Program; and (2) authorizing the City <br />Manager, or their designee, to execute the PLHA standard agreement, any subsequent <br />amendments or modifications, and other necessary documents related to the PLHA <br />program or the PLHA grant. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br /> <br /> <br />
