__________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ February 9, 2026 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 6 <br /> <br /> MINUTE BOOK NO. 70 <br />Motion and second, Gee and Chu, to adopt a Resolution of Necessity finding that the <br />public interest, convenience and necessity require the acquisition of certain property <br />interests for the public project (US Highway 101/State Route 84 - Woodside Road <br />Interchange Improvement Project), authorizing the acquisition thereof, and directing <br />the City Attorney to file eminent domain proceedings to acquire portions of the <br />property located at 1050 Broadway (APN 054-023-120); the "LaSalle LP & Zachary <br />Pearlman, TR Property", commonly known as 24-Hour Fitness, passed unanimously by <br />electronic vote. <br /> <br />Motion and second, Sturken and Howard, to adopt a Resolution of Necessity finding <br />that the public interest, convenience and necessity require the acquisition of certain <br />property interests for the public project (US Highway 101/State Route 84 - Woodside <br />Road Interchange Improvement Project), authorizing the acquisition thereof, and <br />directing the City Attorney to file eminent domain proceedings to acquire the property <br />located at 1201 Broadway (APN 054-012-100); the "Lamorinda Development and <br />Investment Hirahara Family Limited Partnership Property", commonly known as <br />Denny’s restaurant, passed unanimously by electronic vote. <br /> <br />Motion and second, Eakin and Chu, to adopt a Resolution of Necessity finding that the <br />public interest, convenience and necessity require the acquisition of certain property <br />interests for the public project (US Highway 101/State Route 84 - Woodside Road <br />Interchange Improvement Project), authorizing the acquisition thereof, and directing <br />the City Attorney to file eminent domain proceedings to acquire portions of the <br />property located at 19 Seaport Boulevard (APN 052-392-280, 370, 460, 470, 480); the <br />"Harbor View Property LLC Property", commonly known as Harbor View, passed <br />unanimously by electronic vote. <br /> <br />9. STAFF REPORTS <br /> <br /> 9.A. Project update and policy direction on levee design elevation for the Redwood Shores <br />Sea Level Rise Protection Project (804) <br /> <br />Engineering & Transportation Director Tanisha Werner introduced the item, and Senior <br />Civil Engineer Paige Saber gave a presentation. <br /> <br />The following members of the public provided comments: <br />• Gita Dev <br />• Steven Goodale <br /> <br />Recommendation: <br />By motion: <br />1.
