Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 9, 2026 <br />SUBJECT <br />Agreement for Services with Metropolitan Planning Group to provide on-call general and specialized <br />consulting services for the Community Development Department's Planning Division <br />SUMMARY <br />Redwood City’s Community Development Department uses on-call consultants to provide specialized <br />planning services and manage workload fluctuations for development projects. After a recent Request for <br />Proposals) RFP process, the City approved multi-year contracts with several firms to ensure timely and <br />efficient project support, most of which is cost recovery. <br />The proposed agreement with Metropolitan Planning Group (M Group) is an additional on-call contract <br />for up to $300,000 over three years, with options for two one-year extensions of $100,000 each. M Group <br />previously held a contract that expired in October 2025 and has a proven track record of being responsive <br />to departmental requests. As such, it was not included in the earlier City Council approval process this <br />past fall. At this time, the Community Development Department is requesting this additional contract to <br />help maintain efficient operations and ensure timely support for upcoming projects, with minimal fiscal <br />impact on the City since most work is cost recovery. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services with <br />Metropolitan Planning Group to provide on-call general and specialized consulting services in an amount <br />not to exceed $300,000 over a 3-year period, with the option to extend for two additional one-year <br />periods at $100,000 per extension. <br />7.D. - Page 1 of 19 <br />104
