In times of higher project demand, the Community <br />Development Department (CD) uses consultants to aid staff in projects in the Planning and Building <br />Divisions, as needed for support for various moderate to large development projects. In May 2025, <br />CD’s Planning Division issued a Request for Proposals (RFP) to any qualifying firms that could provide on- <br />call general and specialized services. The selected firms were to provide services in the following areas of <br />expertise: economic analysis, historic analysis, general planning, urban design, long-range <br />planning, environmental review, and tenant relocation services for upcoming development <br />projects. Many of these services are services that CD does not provide in-house, so the use of consultants <br />has been the most efficient method of providing additional support to City staff. <br />ANALYSIS <br />Using on-call consultants is an efficient and effective use of resources, allowing the department to quickly <br />access needed technical skills and address fluctuations in workload. On-call contracts are particularly <br />efficient as they allow staff to quickly bring consultant assistance for individual projects under the <br />umbrella of pre-existing contract terms using Task Order Templates for specific projects. Due to the <br />specialized and time-consuming nature of planning work, it has been the practice of the City for more <br />than 10 years to use on-call planning services for medium and large-scale development projects. <br /> <br />This work for private development projects is mostly cost recovery with the developer reimbursing <br />the City for the work that the City’s contracted professional services agencies perform. To streamline the <br />City’s processes and more efficiently provide support for general and specialized services related to <br />development projects in a time effective manner, Planning Division staff completed a comprehensive RFP <br />process to initiate large multi-year agreements with multiple firms that can perform on-call general and <br />specialized planning services. <br /> <br />Staff reviewed the proposals for criteria listed on the RFP, including sufficient personnel and resources, <br />in-depth experience, experience with general planning including moderate and large development project <br />management and staffing support, and overall quality of the presentation of the proposal. Based on these <br />criteria, the City selected top firms for on-call agreements. These agreements were approved by City <br />Council on October 27, 2025.
