M Group previously held <br />an agreement with the City for 3 years that expired in October 2025, so their proposal and agreement <br />process were delayed and, therefore, was not included in this fall’s action for the other agreements. <br /> Firm Total Contract Amount Extension Amount* (if needed) <br /> M Group $300,000 $200,000 <br /> <br />The remaining consultants were placed on a qualified list that the City can access if additional projects <br />arise. To promote efficient and effective government operations, staff requests that the City Council <br />authorize this additional agreement that spans the next three years with options to extend up to <br />an additional two years. The total not-to-exceed amount was determined based on annual average usage <br />in FY 2024-25 and projected project workload over the next three years. Based on projects in the <br />development pipeline, it is projected that the next few fiscal years will have similar workloads to FY 2024- <br />25 and FY 2025-26. <br /> <br />After three years, the City may choose to amend the agreement to extend it for up to two additional 1- <br />year periods. Once the agreement is executed, the consultant will be used as needed and chosen for a <br />project based on the firm's expertise and availability to perform the work. Staff would request that <br />qualified consultants provide a scope, timeframe, budget, and deliverables based on the requirements for <br />a particular project. Staff may approve one of the proposals and issue a task order with the on-call <br />contract. On-call consultants are not guaranteed work but are available as needed for the not-to-exceed <br />amount. Other qualified firms may also be requested to bid for work on a particular project, but separate <br />contracts would need to be prepared and approved if any additional consultants are selected. <br />7.D. - Page 3 of 19 <br />106
