Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has not been <br />assessed, as relevant data is not currently available. <br /> <br />For the next RFP process, we may consider Vendor selection solicited participation by local <br />microbusinesses, Small Business Enterprises (SBEs), and/or Disadvantaged Business Enterprises (DBE, <br />MBE, WBE, DVBE, etc.). <br />FISCAL IMPACT <br />There is little to no fiscal impact to the City. For FY 2025-26, $1,213,000 has been budgeted for Planning <br />Cost Recovery consultants. The annual average cost of these agreements is approximately $1,133,333 for <br />FY 2025-26. Since these are not-to-exceed amounts, the City is not obligated to expend the entirety of <br />funds. <br /> <br />Work performed by the consultant primarily would be for cost recovery projects. Cost recovery projects <br />are those where the costs associated with City staff and consultant time are recovered through deposit <br />accounts funded by development project applicants. Any expenditure from the General Fund would be <br />replenished from the cost recovery accounts. On occasion, the City may need to complete CEQA analysis <br />for City infrastructure projects and other City projects. Those projects are not cost recovery but are <br />budgeted as part of Capital Improvement Program (CIP) project budgets and any non-CIP funded City <br />projects would have funding available in the current fiscal year budget or be allocated through a <br />subsequent budget amendment. It is estimated that this would only be about $250,000 per year spread <br />across all the City’s on-call contracts. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />7.D. - Page 4 of 19 <br />107
