Page 5 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Subdivision Ordinance Amendment – On December 22, 2025, the City Council adopted <br />amendments to the City’s Subdivision Ordinance that modified SB 9 Subdivision standards. <br />Specifically, the provisions allow for lot design exceptions on wide lots. This amendment will <br />facilitate one pending project and provide potential for additional SB 9/Missing Middle housing <br />projects going forward. <br />For information on specific housing projects that City staff anticipates will be issued building permits in <br />2026, see Table 2 and the “Anticipated 2026 Activity” section below. <br />Figure 2: Redwood City Housing Units by Income Level Issued Building Permits, 2020-2025 <br />2020 2021 2022 2023 2024 2025 <br />0 <br />100 <br />200 <br />300 <br />400 <br />500 <br />600 <br />700 <br />Very Low Income Low Income Moderate Income Above Moderate Income <br />In addition to new construction, there were two affordable preservation projects completed in 2025. <br />These projects consisted of acquiring existing units and converting them to deed-restricted affordable <br />housing. While HCD will allow some preservation units to count toward the City’s RHNA obligation, the <br />requirements are onerous and many units do not qualify. For example, the rents prior to acquisition have <br />to be at market rate and decrease as a result of the deed restriction in order to count toward the City’s <br />RHNA obligation. However, in most cases the properties that are preserved are naturally occurring <br />affordable housing units where the rent was already at the low-income level and the deed restriction is <br />put in place to keep the rent at the low-income level to ensure existing tenants are not displaced. For <br />2025, only one of the 118 units that were preserved may be counted toward the City’s RHNA obligation. <br />The two affordable preservation projects are: <br />417 Stambaugh Street – 8 rental units (including 1 extremely low income and 7 low-income units). <br />The Housing Endowment and Regional Trust (HEART) of San Mateo County is the project owner <br />and received $1.2M from the City’s Housing Preservation Program. The one extremely low- <br />income unit is counted toward the City’s RHNA obligation. <br />1212 Whipple Avenue – 112 rental units (including 110 low-income units, 1 manager unit, and 1 <br />unit for communal space). The Sobrato Organization is the property owner and received a grant <br />from the California Municipal Finance Authority (CMFA) in exchange for deed-restricting the units. <br />None of these units are considered eligible for RHNA credit. <br />7.A. - Page 5 of 63 <br />12
