Page 6 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />2025 Entitlement Activity <br />The APR (Attachment A, Table A2) shows the number of housing units that were entitled (i.e., approved) <br />in calendar year 2025; the State does not count entitled units toward the City’s RHNA obligation until they <br />have received building permits, but this information is tracked in the APR, providing a preview of likely <br />building permit activity in future years. Entitlements were issued for 352 units in 2025. Currently over 400 <br />housing units are being considered for entitlement through applications that have been submitted. These <br />units are excluded from the APR as the applications are still deemed incomplete or have not yet been <br />approved. Significant project entitlement activity in 2025 included: <br />112 Vera Avenue – 178 rental units (including 31 extremely low income, 75 very low income, 70 <br />low income, and 2 market rate manager units). This project received both entitlement and <br />building permits in 2025. <br />920 Shasta Street – 100 rental units (including 48 very low income, 51 low income, and 1 market <br />rate manager unit). <br />1320 Marshall Avenue – 32 ownership units (including 5 moderate income units). <br />1201 Main Street – 32 rental units (including 1 very low income, 2 low income, 1 moderate <br />income, and 30 market rate units). This project was previously entitled with 28 residential units <br />but was redesigned and re-entitled in 2025 with 4 additional units. <br />Notably, the challenging market dynamics described above seem to be impacting entitlement activity as <br />well as building permit activity. For example, a few projects that began the entitlement process are <br />currently on pause but have not withdrawn their entitlement applications. These include 609 Price <br />Avenue, which is the offsite affordable housing associated with the 2300 Broadway Gatekeeper office <br />project and includes 98 residential units, and 750 Bradford Street, which includes 108 residential units. <br />2025 Major Construction Activity <br />While housing unit construction is not factored into jurisdictions’ RHNA count, the City tracks and is highly <br />invested in seeing all permitted units constructed. Significant housing construction activity in 2025 <br />included: <br />1401/1501 Broadway (aka Broadway Plaza or Broadway Village) – Construction continued at <br />Broadway Plaza on with all subterranean work complete and the residential buildings (1-3) <br />nearing completion. Certificates of Occupancy are expected in 2026. The overall project includes <br />518 rental housing units (including 12 extremely low income, 12 very low income, and 95 low- <br />income units). <br />1601 El Camino Real (aka Elco Yards) – Construction was completed on the commercial buildings <br />associated with Elco Yards, along with substantial utility work for the residential portion of the <br />development. The project received City Council approval of project amendments in late 2025 to <br />improve the feasibility of construction, including how the project complies with the City’s <br />Affordable Housing Ordinance and State Density Bonus Law. The overall project includes 540 <br />rental units (including 15 extremely low, 47 very low, 8 low, and 49 moderate units). <br />112 Vera Avenue – Construction of 178 affordable rental units commenced in August 2025 (see <br />“2025 Entitlement Activity” above for more detail). <br />239 Vera Avenue – Construction of 5 market rate ownership townhomes continued construction. <br />955 Woodside Road – Construction of 8 market rate ownership townhomes was completed; 4 <br />units have received certificates of occupancy, and 4 units are anticipated to receive certificates of <br />occupancy in 2026. <br />7.A. - Page 6 of 63 <br />13
