Page 7 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />31 Center Street – Construction of 7 market rate ownership townhomes was completed, and all <br />units have received certificates of occupancy. <br />2025 Housing Element Program Implementation Activity <br />In addition to the above permitting and entitlement activity, the City continued to implement the <br />programs in its 2023-2031 Housing Element in 2025. Required program activities vary widely in terms of <br />scope, complexity, and impact. Most programs are comprised of multiple related activities, some of which <br />require single actions (e.g., a zoning code update) but many which require sustained and ongoing <br />attention from City staff throughout the entire eight-year Housing Element cycle (e.g., community <br />engagement to preserve at-risk affordable housing). In 2025 Redwood City staff advanced numerous <br />program tasks, including the following: <br />Streamlined processes to facilitate residential development (Program H4-6: Permit Processing) <br />by: <br />o Updating the Planning Submittal Checklist with clearer objective submittal requirements <br />to streamline completeness and development review. <br />o Updating eTrakIt to allow online permit submittals and payment and to improve process <br />transparency. The updates went live on smaller project types at the end of 2025, and it is <br />anticipated that online submittal for residential project types will go live by summer of <br />2026. <br />o Developed local checklists for housing pursuant to State laws AB 2011 and SB 1123 <br />o Developed local forms for fee deferral pursuant to State law SB 937 <br />The drafting of additional Zoning Ordinance and Municipal Code amendments addressing various <br />programs intended to streamline processes and update development standards to mitigate <br />constraints for the development of missing middle housing and housing on small lots. City staff <br />anticipate bringing these proposed amendments to the Planning Commission and City Council for <br />consideration in Spring/Summer 2026. <br />Following extensive community outreach and stakeholder engagement, the City Council adopted <br />the Tenant Protection Ordinance on November 10, 2025. This ordinance implements <br />recommendations outlined in the Anti-Displacement Strategy, which includes updates to the <br />City’s existing minimum lease term and relocation assistance requirements as well as adding just <br />cause for eviction protections. The Tenant Protection Ordinance went into effect on January 1, <br />2026. (Program H6-1: Anti-Displacement Strategy) <br />In June 2025, the City issued a $1.2M loan to HEART for the preservation of 8 units at 417 <br />Stambaugh Street. (Program H2-8: Preservation, Acquisition and Rehabilitation of Existing <br />Housing) <br />In October 2025, the City issued a $7.9M Notice of Funding Availability (NOFA) for new affordable <br />housing construction. The NOFA received two applications, which are currently under review. <br />(Program H2-4: Affordable Housing Development/Inclusionary Housing) <br />The City made significant progress in supporting homeless households to find shelter (Program <br />H3-3: Housing Options for Special Needs and Extremely Low-Income Households): <br />7.A. - Page 7 of 63 <br />14
