Page 8 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />o From homeless to housed – During calendar year 2025, the LifeMoves Bayside Homeless <br />Outreach Team help transition 126 homeless households into interim and permanent <br />housing. <br />o Decrease in the time an encampment is active – With the adoption of the Hopeful <br />Horizons Ordinance, which took effect in October 2025, the number of days an <br />encampment was active decreased from approximately 90 days to 30 days. <br />o Unsheltered homelessness decreased by 23% – According to the San Mateo County One <br />Day Count, the unsheltered population in Redwood City decreased from 245 in 2022 to <br />189 in 2024. As of December 2025, there were approximately 168 individuals <br />experiencing unsheltered homelessness in Redwood City. Data from the 2026 One Day <br />Count, which took place on January 29, 2026, will be available in spring 2026. <br />City staff will continue implementation of the various programs in the Housing Element and anticipates <br />bringing Zoning and Municipal Code updates noted above that address program requirements for <br />Planning Commission recommendation and City Council approval in Spring/Summer 2026. <br />Anticipated 2026 Entitlement, Permitting, and Construction Activity <br />Looking ahead to 2026, City staff anticipates new entitlement, permitting, and construction activity on <br />numerous housing projects (see Table 2). In its development pipeline, the City currently has approximately <br />1,450 housing units that have been entitled and approximately 725 housing units that have been proposed <br />(e.g. have submitted application materials to the Planning Division); staff anticipates that some of these <br />units will be entitled or receive building permits in 2026. Additionally, there are over 900 units that have <br />received building permits and are in some phase of construction. While it is difficult to predict with <br />certainty which projects will advance, Table 2 includes a summary of significant projects and anticipated <br />activities that staff expects are likely to proceed in 2026 based on current status and information from <br />project sponsors. <br />7.A. - Page 8 of 63 <br />15
