Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />In February 2020, the City entered into a five-year Master Purchase Agreement with L.N. Curtis & Sons to <br />procure essential personal protective equipment (PPE) and other supplies to support Fire Department <br />operations. <br />In April 2025, the City Council approved and authorized the City Manager to execute an amendment to <br />this agreement, extending the term for an additional four (4) months. This agreement expired on June 30, <br />2025. <br />On December 22, 2025, the City Council approved a new three-year Master Purchase Agreement with L.N. <br />Curtis & Sons in an amount not to exceed an aggregate amount of $1,000,000. After Council approval but <br />prior to final execution of the agreement, the vendor requested removal of the professional liability <br />insurance provision included in the standard agreement template. Staff reviewed the request and <br />determined that professional liability insurance is not required for this contract given the nature of the <br />goods and services provided. As a result, staff did not execute the previously approved agreement and is <br />returning to Council with a new agreement reflecting removal of the professional liability insurance <br />provision. <br />L.N. Curtis & Sons provides the Fire Department with PPE, wildland gear, helmets, gloves, safety goggles, <br />and miscellaneous fire tools to maintain operational readiness and firefighter safety. <br />ANALYSIS <br />L.N. Curtis & Sons is an exclusive regional provider of firefighter gear and safety equipment in Northern <br />California, and the only West Coast vendor to meet the Fire Department's operational and safety <br />specifications for specific fire equipment. The company supplies PPE, wildland firefighting gear, goggles, <br />gloves, helmets, small tools, and other fire-related supplies critical to the Department's mission. <br />The proposed agreement utilizes a cooperative purchasing contract through NPPGov, a national <br />cooperative procurement organization that provides publicly solicited contracts to government entities <br />nationwide. These contracts are competitively established through an open solicitation process that <br />satisfies the City's competitive bidding requirements. <br />Pursuant to Section 2.67.l(b) of Article VII, Chapter 2 of the City's Municipal Code, the City may utilize <br />cooperative purchasing agreements established through programs, Contracts, bid award lists, or <br />schedules created or administered by public agencies to secure the best product or service at the lowest <br />possible price. <br />7.E. - Page 2 of 291 <br />124
