Column sum does not equal total due to rounding. <br />†The term “above moderate” is used by HCD and indicates an income level consistent with “market <br />rate” affordability. <br />ANALYSIS – GENERAL PLAN APR <br />The City continued to implement its General Plan in 2025, which—in addition to the Housing Element—is <br />comprised of the Built Environment Element, Building Community Element, Public Safety Element, and <br />Natural Resources Element. The General Plan, originally adopted in 2010 and most recently amended in <br />2024, is the vision document that guides the growth and development of Redwood City through 2030. <br />The General Plan establishes policies that serve as the basis for zoning regulations and provides guidance <br />in the evaluation of development proposals. In addition, it establishes the policy framework for economic <br />development, transportation improvements, sustainable growth, City services, parks and open space, and <br />cultural and historic preservation. <br />In 2025, the City did not make any amendments to its General Plan. It advanced efforts to implement the <br />policies and programs of the various General Plan Elements, as described in the General Plan APR <br />(Attachment B). Implementation highlights include furthering programs in the Housing Element, which <br />are covered in the Housing Element APR (Attachment A), and initiatives to implement the Building <br />Community, Public Safety, Natural Resources, and Built Environment Elements. The General Plan APR also <br />describes several implementation actions that are underway and expected in 2026 and 2027. <br />PLANNING COMMISSION RECOMMENDATION <br />At its February 17, 2026, hearing, the Planning Commission reviewed the Housing Element and General <br />Plan APRs and unanimously recommended that City Council accept them for submittal to HCD and LCI. <br />While the Commissioners acknowledged in their comments that Redwood City is somewhat behind in <br />meeting the pro-rata share of its RHNA obligation at this point in the RHNA cycle, they were encouraged <br />by the progress that Redwood City has made so far and were supportive of the City’s recent adoption of <br />the Affordable Housing Ordinance Incentive Program to help move projects currently in the City’s <br />development pipeline toward construction. Commissioners discussed the macroeconomic conditions and <br />challenges that impact housing development and expressed interest in understanding the progress other <br />jurisdictions on the Peninsula and in the South Bay are making toward meeting their RHNA obligations. <br />EQUITY IMPACT STATEMENT <br />The Housing Element APR is an annual assessment of the City’s progress toward meeting its RHNA <br />obligation and implementing the programs in the 2023-2031 Housing Element. The General Plan APR is <br />an annual assessment of the City’s progress toward implementing the City’s General Plan. The APRs <br />themselves do not create or implement policy.
