Page 12 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Housing Element and amendments to the General Plan and their programs are intended to foster <br />equitable community outcomes. <br />FISCAL IMPACT <br />The cost of preparing the Housing Element and General Plan APRs, submitting them to the State, and <br />implementing the Housing Element and General Plan are paid for through the City’s General Plan <br />Maintenance Fee, which is a fee applied to every building permit the City issues. Preparation and submittal <br />of the APRs and implementation of the Housing Element are State-mandated actions that are important <br />components of State housing grant eligibility; failure to submit the Housing Element APR and implement <br />the Housing Element could impact future funding opportunities. <br />ENVIRONMENTAL REVIEW <br />Approval of the Housing Element and General Plan APRs is not a project under California Environmental <br />Quality Act (CEQA) as defined in CEQA Guidelines section 15378 because it is an administrative activity <br />and has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in <br />the environment.  The City is required by law to submit the Housing Element and General Plan APRs to <br />HCD and LCI and these reports involve no authorization for any entitlement, permitting, or construction <br />activity that could result in direct or indirect changes to the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />None; this is a required report. <br />LINKS <br />A.Redwood City General Plan <br />B.Housing Element <br />C.Built Environment Element <br />D.Building Community Element <br />E.Public Safety Element <br />F.Natural Resources Element <br />7.A. - Page 12 of 63 <br />19
