Program H4-3: Middle Housing Developmentb) Phase II: Analyze additional changes to the R-2 through R-5 Zoning Districts to further encourage middle housing, such as establishing a minimum density of no less than 75 percent of the maximum allowable density or one dwelling unit, whichever is greater.12/31/20266th CycleIn Progressb) Staff has begun to analyze additional updates to multi-family R districts to further encourage missing middle housing, including establishing minimum density requirements. In February 2025, the City was awarded three separate grants by MTC to help support the City in reaching compliance with MTC's Transit Oriented Communities Policy in the areas of density (minimums), parking (maximums), and affordable housing. MTC's contracting process with jurisdictions took longer than anticipated and is wrapping up in early 2026. Regional, State, and national market conditions continue to hold developers back from pulling building permits. In response, Redwood City has taken action in a couple different ways:1) In order to incentivize developers with entitled housing projects to pursue building permits, City Council adopted a temporary Affordable Housing Ordinance (AHO) Incentive Program, which would provide certain housing projects up to a 25% reduction in their AHO requirements if they pull building permits by June 2027. It is anticipated that this program will help move 791 units to construction by 2027, including 120 affordable units.2) Redwood City staff continues to seek and identify ways to expand the City's pipeline of entitled projects and get them to building permits more quickly. For example, the City continues to streamline processes and make strategic amendments to the City's Zoning and Municipal Codes that streamline project review and update development standards to increase the feasibility of housing projects.
