Program H4-7 Revised Parking Standardsa) Staff will review parking standards for housing for persons with disabilities and affordable housing and bring appropriate amendments to the City Council by December 2024 to ensure parking reductions for housing for persons with disabilities and affordable housing are effectuated. 12/31/20246th CycleIn Progressa) In 2025, the City concluded its work with a transportation consultant on a parking study that reviewed and analyzed parking standards for housing for persons with disabilities (group homes), affordable housing, and senior housing. The study also examined opportunities for reducing residential parking requirements beyond these housing types. To implement the recommendations from the study, in 2025 City staff began preparing a package of zoning code amendments that would update required parking standards for certain projects. It is anticipated that City Council will consider these amendments in June 2026.Other1In progressProgram H4-7 Revised Parking Standardsb) Revise the Zoning Ordinance to comply with AB 2097, which states that a public agency shall not impose or enforce any minimum automobile parking requirement on a residential, commercial, or other development project if the project is located within one-half mile of public transit, with a few exceptions. In an effort to expand beyond AB 2097’s requirements, complete an analysis on parking innovations that could further incentivize housing production, including further parking reductions, as appropriate, and/or unbundled parking from the dwelling unit for large housing projects and bring appropriate amendments to the City Council by December 2024 to ensure innovative parking solutions are effectuated.12/31/20246th CycleIn Progressb) In Summer 2023 the City amended the Zoning Code to include a provision noting that State parking requirements (e.g. AB2097) preempt any local requirements where they conflict. In an effort to expand beyond AB2097 requirements, City amended Articles 30.5 and 30.5 of the Zoning Code to remove the guest parking requirement for multi-family residential in mixed use districts. Effective as of 8/24/2023.As noted in a) above, City concluded a consultant-led parking study in 2025. To implement the recommendations from the study, City staff began preparing a package of zoning ordinance amendments related to parking standards. It is anticipated that City Council will consider these amendments in June 2026.Additionally, in February 2025 the City was awarded a grant by MTC for $300,000 to help support the City in reaching compliance with MTC's Transit Oriented Communities (TOC) Policy regarding parking. MTC's contracting process with jurisdictions took much longer than anticipated and was not complete until late in 2025.
