Page 5 of 7 <br />7.H.Approve February 23, 2026 City Council Minutes <br />7.I.Approve claims and checks from March 9, 2026 to April 13, 2026 and the usual <br />and necessary payments through April 13, 2026 <br />8.PUBLIC HEARINGS - None <br />9.STAFF REPORTS Page 641 <br />9.A.Proposed suspension of Mills Act Contract application intake <br />Recommendation: <br />By motion, direct staff to 1) pause the intake of new Mills Act Contract <br />applications, 2) study and analyze potential updates to the Historic Preservation <br />Ordinance and Mills Act Contract program, and 3) return to the City Council with <br />recommendations on such updates. <br />CEQA: <br />The proposed action is not considered a project within the meaning of the <br />California Environmental Quality Act (CEQA), because the action involves <br />organizational or administrative activity that will not result in direct or indirect <br />physical changes in the environment per CEQA Guidelines Section 150378 (b). <br />10.STUDY SESSIONS Page 647 <br />10.A.Redwood City Pavement Management Program update <br />Recommendation: <br />Receive a presentation on the City’s Pavement Program, including the program <br />management approach, and projects, and provide individual Council Member <br />feedback. <br />CEQA: <br />This study session is not a project under California Environmental Quality Act <br />(CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential <br />for resulting in either a direct or reasonably foreseeable indirect physical change <br />in the environment. Prior to construction, each project and bid package will file <br />CEQA documentation for exemption, under Class 1 (15301) Categorical <br />Exemption, Existing Facilities. <br />5
