Program H5-3: Work with Developers to Affirmatively Market Accessible and Affordable Unitsb) Coordinate with developers to ensure organizations are notified when new affordable housing opportunities become available.12/31/20316th CycleContinuousb) For affordable units developed to comply with the City's Affordable Housing Ordinance, developers are required to submit a Tenant Selection and Management Plan to the City for approval to ensure appropriate outreach and marketing to such organizations. The Millton at 900 Chestnut Street, offering 120 affordable rental units in the Broadway Village mixed-use development, has worked collaboratively with the City to affirmatively market the affordable units. Marketing efforts where made through the Millton’s property website, regional Doorway listing service, gosection8.com, email listserv, and flyer distribution at local libraries and community centers. Furthermore, the development has engaged in targeted outreach to community organizations and initiatives, including LifeMoves, Housing Choices, Center for Independence of Individuals with Disabilities, and Mental Health Association of San Mateo County. 27 service organizations were notified. The project received a total of 1,291 applications. Staff received direction from City Council to proceed with amendments to the Relocation Assistance and Minimum Lease Terms Ordinances and to further explore Right of Return options. The City Council paused further actions related to the Tenant Protection Ordinance Amendments in May 2024 while the status of a pending rent control ballot initiative was determined. In July 2024 the San Mateo County elections office deemed that the ballot measure had not collected sufficient signatures to proceed to the ballot. In January 2025 the City Council directed staff to resume work on the Tenant Protection Ordinance amendments. In Summer 2025, staff held two focus groups with landlord and legal aid representatives to refine the right to return policy recommendation. On November 10, 2025, the City Council approved the Tenant Protection Ordinance, which includes updated minimum lease term and relocation assistance requirements, and just cause for eviction protections.
