The intent of this report is to demonstrate the <br />City’s ongoing compliance with Government Codes §65300 – 65303.4, governing the required elements <br />of a general plan, and provide a summary of implementation actions that have occurred within the past <br />year. This report, which is provided for informational purposes only, details Redwood City’s compliance <br />with State law and highlights notable measures that were implemented in calendar year 2025. <br />This General Plan Annual Progress Report (APR) does not provide a detailed explanation of the progress <br />in implementing the Housing Element, as that information is located in a separate Housing Element <br />Annual Progress Report. <br />Compliance with State Law and General Plan Guidelines <br />Adopted on October 11, 2010, the Redwood City General Plan is the vision document that guides the <br />growth and development of Redwood City through 2030. As a culmination of extensive community <br />outreach and input, the General Plan establishes the basis for zoning regulations and provides guidance <br />in the evaluation of development proposals. In addition, it creates the framework for economic <br />development, transportation improvements, sustainable growth, City services, parks and open space, and <br />cultural and historic preservation. In particular, the General Plan addresses: <br />How City looks and feels <br />Where and how we live <br />How we get around <br />What we do for enlightenment, entertainment, and fun <br />How we live alongside and preserve natural resources <br />How we can improve our quality of life <br />State law (Government Code Section 65300 et. seq.) mandates that each city and county adopt a general <br />plan containing at least eight required “elements”: 1) Land Use, 2) Circulation, 3) Housing, 4) Open Space, <br />5) Conservation, 6) Safety, 7) Noise, and 8) Environmental Justice or related goals, policies, and objectives <br />integrated in other elements. <br /> <br />7.A. - Page 56 of 63 <br />63
