2 <br />The General Plan must address each of the elements specified above and may be adopted in any format <br />deemed appropriate or convenient by the legislative body, including the combining of elements <br />(Government Code Section 65301). Below are select major initiatives undertaken <br />by various City departments to implement the General Plan during the 2025 calendar year and initiatives <br />to comply with LCI Guidelines. This list is not meant to be exhaustive; rather it offers a highlight of major <br />implementation milestones, organized by Element. While some efforts implement multiple Elements, <br />they have been placed under a single heading. <br />Housing Element <br />In 2025, the City continued to implement the programs in its 2023-2031 Housing Element. Required <br />program activities vary widely in terms of scope, complexity, and impact. Most programs are comprised <br />of multiple related activities, some of which require single actions (e.g., a zoning code update) but many <br />which require sustained and ongoing attention from City staff throughout the entire eight-year Housing <br />Element cycle (e.g., community engagement to preserve at-risk affordable housing). Pursuant to State <br />law, the City has separately prepared a Housing Element Annual Progress Report covering calendar year <br />2025, which provides a detailed summary of implementation actions taken by the City. <br />Public Safety Element <br />Pursuant to Public Safety Element Goal PS-7a, which is to “provide adequate and appropriately-designed <br />storm drainage and flood control facilities to meet current and future needs and minimize the risk of <br />flooding,” the City completed a Stormwater Roadmap in 2025 in anticipation of initiating an update to the <br />Stormwater Master Plan. <br />Pursuant to Public Safety Element Goal PS-5, which is to “mitigate against climate change,” in 2025 the <br />City: <br />7.A. - Page 57 of 63 <br />64
